MoU MINEDUB & MINPOSTEL — State of Cameroon

Memorandum of Understanding signed between the State of Cameroon, represented by the Ministry of Basic Education (MINEDUB) and the Ministry of Posts and Telecommunications (MINPOSTEL), and RETICE AFRICA SARL (headquarters in Yaoundé, RCS RC/YAO/2020/B/798).

Purpose: pilot deployment of the RETICE-RENAL SMART 80/20 programme — an autonomous ultra-broadband national digital infrastructure (no Internet required) for education and training in preschool and primary schools in Cameroon.

The programme aims to equip classrooms with offline-accessible digital educational resources, synchronised via the RENAL network, at no Internet access cost to beneficiary schools.

This memorandum constitutes the first formal commitment of the Cameroonian State for a national rollout of RETICE technology, in partnership with both relevant supervisory ministries.

Pilot phase duration and school scope are detailed in the technical annexes of the document (40 pages).

MoU SENATE — National Secretariat

Memorandum of Understanding signed on August 8, 2025 between the NATIONAL SECRETARIAT of the Organisation des Fondateurs de l'Entreprise Internationale (OFEI) and RETICEO, covering the deployment of the RETICE-RENAL SMART 80/20 solution.

This high-level institutional agreement seals the National Secretariat's commitment to digitalising education through RETICE technologies, without dependency on external Internet connectivity.

It paves the way for deployments in partner institutions, with a jointly defined pedagogical monitoring and evaluation framework.

The MoU represents a top-tier institutional validation, complementing the technical ministerial commitments (MINEDUB / MINPOSTEL) signed in 2024.

This partnership positions RETICEO as a recognised interlocutor of national bodies for the digital transformation of education.

Letter of intent

Letter of Intent for Generalisation — USM

University / Institution

Letter of intent signed by a university institution (USM) expressing a formal willingness to generalise the deployment of the RETICE solution across all its establishments or campuses.

This document commits the institution to integrating the RETICE-RENAL SMART infrastructure into its digital development plan, with a view to large-scale deployment of offline-accessible digital educational resources.

The letter attests to the institutional interest in sustaining the solution after an experimentation phase and constitutes a prerequisite for negotiating a global deployment agreement.

It highlights the relevance of RETICE technology in addressing connectivity challenges in university environments with limited or intermittent resources.

This institutional commitment prefigures a framework contract for generalisation, confirming the trust placed in RETICE AFRICA by academic decision-makers.

Commercial Partnership Contract for Equipment, Operation and Maintenance of the RETICE-PWCS solution (CPEEM), signed on February 13, 2018 between the Diocesan Directorate of Catholic Education of Lomé (DDECL), represented by Abbé Ambroise-Marie MENSAH (Director), and KA Technologies Group (Paris, 14 Rue Charles-V, 75004).

Scope: equipping, installing, operating and maintaining the RETICE-PWCS solution in Catholic schools of the Diocese of Lomé (Togo), covering schools under DDECL authority.

The deployed RETICE-PWCS solution provides access to offline digital educational resources via a secure local network installed in each school, with interactive whiteboard and student tablets.

This contract represents the first structured deployment of RETICE technology in the Togolese Catholic school network, paving the way for generalisation across the entire diocese.

KA Technologies Group, Paris-based RETICE technical operator, handles deployment, teacher training and maintenance of the installed equipment.

KTF / RETICE TOGO Contract — ESAG

Service Agreement signed between KA Technologies France SAS (20 Rue Cambon, 75001 Paris, share capital €30,000) and RETICE TOGO SARL (700 Boulevard des Armées, Tokoin Gbadago, Lomé — RCS TG-LOM 2018 B 306, share capital 9,800,000 FCFA), represented by Epkowou Essohanam TCHALLA (Manager).

Purpose: consulting, supply and deployment of the RETICE-PWCS solution for the École Supérieure d'Administration et de Gestion (ESAG) in Lomé, a Togolese higher education institution.

KTF provides technical engineering, RETICE-PWCS infrastructure configuration and digital educational content; RETICE TOGO handles local installation, maintenance and client relationship with the school.

This 29-page contract details technical specifications, service levels (SLA), user training procedures and phased deployment schedule across ESAG classrooms.

It illustrates the Franco-Togolese RETICE partnership model: a local entity (RETICE TOGO) operates the solution provided and configured by the French technical structure (KTF), guaranteeing local roots and international expertise.

RETICE Deployment — Auger Saint-Vincent

School

Contract or deployment agreement for the RETICE solution at Auger Saint-Vincent school, covering digital classroom equipment and provision of digital educational resources.

This project is a continuation of RETICE deployments in private Catholic schools, bringing a complete digital infrastructure operating without permanent Internet connection.

The installed solution includes the RETICE local server, student devices or tablets, interactive digital whiteboard and access to a library of educational content aligned with official curricula.

The school benefits from onboarding support, teacher training and a maintenance contract ensuring digital educational continuity.

This deployment contributes to the RETICE use-case reference base in private primary and secondary education, validating the solution's adaptability to different institutional contexts.

RETICE in the Commune of Vonnas — Press File

June 2017 🇫🇷 Vonnas, Ain, France

Press file published in June 2017 documenting the RETICE solution deployment at the school of the commune of Vonnas (Ain), at the initiative of Patrick Chaize, Senator-Mayor, who anticipated digital equipment by having the new school pre-wired for the installation.

The project was launched after obtaining consensus from all education professionals (teachers, management), in line with the mayor's philosophy: "the digital school must fit within a shared educational project".

The RETICE deployment in Vonnas illustrates the solution's adaptability to French rural communes, where Internet connectivity is not always optimal, and the relevance of a local, autonomous digital infrastructure.

This deployment constitutes the first documented French reference of RETICE in a public communal school, validating the digital pedagogical approach in a primary school setting.

The article illustrates how a local political vision (Senator-Mayor) can catalyse the adoption of a digital pedagogical innovation in a village school, with consensus from teaching teams.

RETICE Works Acceptance Report — Kano

Kano, Nigeria

Acceptance report for the RETICE solution deployment works at a school in Kano (Nigeria), certifying the installation's compliance with contractual specifications.

This official document records the delivery and operational commissioning of the RETICE infrastructure: local server, classroom equipment, RENAL network connection and configured digital educational resources.

The report is signed by the client's representatives (Kano establishment or institution) and the RETICE technical team, validating the satisfactory execution of installation works and initial user training.

This project marks RETICE's establishment in Nigeria, the first English-speaking West African country to benefit from the technology, expanding RETICE AFRICA's geographical reach beyond French-speaking countries.
