A full-spectrum offering covering Design, Financing, Deployment, Operation, Commercialisation and Maintenance. Concession contract/convention of 15 to 20 years minimum. RETICEO owns the assets — annual fee and Revenue Sharing.
Regardless of the model chosen — Acquisition, PPP, BOO or Hybrid — the following rules apply to all educational resources and documentation.
Two variants of the same principle: RETICEO invests, builds and operates. The client benefits from the service without capital immobilisation.
Concession convention between the Ministry and RETICEO. The State sets the direction, RETICEO finances, deploys and operates the national educational infrastructure.
Concession contract between the private school and RETICEO. The institution benefits from the service; RETICEO retains ownership of the assets.
RETICEO's PPP & BOO offering is formalised through a concession contract or convention between the Ministries or private schools and RETICEO. This document sets out service commitments (SLAs), fee conditions, Revenue Sharing modalities, and terms for any asset transfer at the end of the contract.
Its minimum duration of 15 to 20 years enables RETICEO to mobilise long-term financing from its financial partners and solidarity lenders, passing on the benefits through reduced pricing for the State and families.
RETICEO takes full responsibility for the entire lifecycle of the digital educational infrastructure, from initial design to day-to-day operation.

Construction, installation and commissioning of the complete infrastructure — Smart Local Cloud, RENAL-SMART network, ZEP-X terminals, CeRSER energy.
Day-to-day infrastructure operation with service level commitments (SLAs). Supervision by the RETICEO NOC, multilingual helpdesk 7 days/7.
Commercial rollout of the service — student enrolment, ZEP-X terminal activation, fee invoicing, subscription management.
Preventive and corrective maintenance, cyclical equipment renewal at end-of-life, software updates and educational content refreshes.
In the PPP and BOO models, RETICEO is and remains the owner of all deployed assets. In return, the client pays an annual fee covering the services listed below.
The annual fee paid to RETICEO covers all service items related to the infrastructure and its operation.
Network infrastructure, Smart Local Cloud, ZEP-X terminals, classroom equipment.
Multilingual helpdesk, on-site assistance, RETICEO NOC, guaranteed SLAs.
Preventive and corrective maintenance of all deployed equipment.
Cyclical replacement of end-of-life equipment — at no additional cost.
Initial and ongoing training of teachers, administrators and local technicians.
The PPP or BOO rental model offers two fee modes depending on whether the primary payer is the institution (State or school) or the students themselves.
The annual fee is paid by the Ministry, in whole or in part, with possible cost-sharing with families in the form of a student contribution. This mode allows the State to control the cost borne by households and to reduce the financial burden on the most disadvantaged families through national solidarity mechanisms.
The annual fee is paid by the private school, which may pass all or part of it on to student tuition fees. This mode gives the institution full control of its business model while avoiding the need to mobilise upfront capital, freeing up resources for other educational investments.

RETICEO relies on a structured network of financial partners and solidarity lenders to mobilise the resources needed for each deployment. This network includes international financial institutions, social impact investment funds, regional development banks and blended financing mechanisms (grant + loan + guarantee). The result: agile financial mobilisation, adapted to each national context and each client profile.
By choosing the PPP or BOO model, the client gains access to the most advanced educational infrastructure with no initial financial risk, with performance guarantees and long-term interest alignment.
No upfront investment required. Access to the complete infrastructure begins from contract signature.
RETICEO mobilises PTF resources and solidarity lenders to finance the infrastructure — without pressure on the national budget or equity.
RETICEO assumes industrial, technological and obsolescence risks. The client is protected from technical uncertainties.
An equitable mechanism for sharing the economic value generated by the operation of the digital education service.
End-of-lifecycle equipment is replaced by RETICEO at no extra cost. The client always benefits from the latest technologies.
Initial and ongoing training for teachers, administrators and local technicians is included in the annual fee.
The PPP or BOO contract is modular: the number of institutions, terminals and services can evolve throughout the contract.
