Offer Model

Hybrid Model
The best of both worlds

The client chooses to acquire some equipment through direct purchase and adopts PPP or BOO with annual fee for the rest. Maximum flexibility, optimised budget, single contract.

Direct Purchase PPP / BOO Concession Fully Customisable Single Contract

Ownership Rights

Clear and contractually defined allocation of assets between acquired and conceded equipment.

In the Hybrid Model, ownership is split by component: directly purchased equipment (ZEP-X terminals, accessories) becomes the client's property immediately upon delivery. Infrastructure under PPP/BOO concession (RETICE-RENAL network, Smart Local Cloud, CeRSER) remains RETICEO's property during the contract period and is transferred at the end of the concession.
Acquired equipment — immediate ownership ZEP-X terminals, tablets, accessories: client property from day one. No monthly fee for this portion.
Conceded infrastructure — deferred transfer RETICE-RENAL network, Smart Local Cloud, CeRSER: transferred to the State at end of concession (15–20 years).
Single integrated contract Acquisition clause + PPP/BOO concession clause in one document. Clear boundary defined at signing.
Contractual guarantee Equipment list and financial model validated and signed before any deployment.

What is the Hybrid Model?

A contract that combines direct purchase and public-private partnership in proportions chosen by the client.

 Acquisition

The client directly purchases a defined portion of equipment. Full ownership from day one, no recurring fees for this portion.

  • ZEP-X PC·1 to PC·4 terminals
  • ZEP-X Tab·5 to Tab·8 tablets
  • Keyboards, mice, accessories
  • Client-specified peripheral equipment
+

 PPP / BOO Service

The remaining infrastructure is provided under PPP or BOO concession with annual fee and revenue sharing. Zero CAPEX for this portion.

  • RETICE-RENAL high-speed network
  • Smart Local Cloud (autonomous)
  • CeRSER solar energy system
  • KAT-AI / KAT-EXAM platforms
The foundational principle: The boundary between acquisition and service is defined upstream at contract signature, based on the client's financial capacity, patrimonial strategy and operational priorities. RETICEO provides full flexibility — from 10% to 90% acquisition.

Concrete Examples

Two typical configurations illustrating the range of hybrid combinations.

Config A

Ministry — Mixed PPP

Acquired

  • ZEP-X PC·1 to PC·4
  • ZEP-X Tab·5 to Tab·8
  • Keyboards & accessories

PPP Service

  • RETICE-RENAL THD network
  • Smart Local Cloud
  • CeRSER solar system
  • KAT-EXAM / KAT-AI

The State finances terminals directly (EPC or PTF grant) and adopts BOO for infrastructure — maximising asset ownership while avoiding CAPEX on connectivity and energy.

Config B

Private School — Mixed BOO

Acquired

  • ZEP-X Tab·5 to Tab·8
  • ZEP-X PC·1 (admin)
  • Accessories

BOO Service

  • RETICE infrastructure
  • Smart Local Cloud
  • CeRSER energy
  • KAT platforms

The school uses its own capital for student devices while delegating all technical infrastructure to RETICEO — zero CAPEX on connectivity, predictable annual fee.

Advantages of the Hybrid Model

Why more and more institutions are choosing the hybrid approach

Flexibility

The acquisition/service boundary is fully customisable. Adapt to any budget, any patrimonial strategy, any institutional size.

Optimised Budget

Concentrate CAPEX on high-value assets (terminals). Eliminate CAPEX on complex infrastructure (network, energy, cloud).

Shared Risks

RETICEO bears technical and operational risks for the PPP/BOO portion. The client controls acquired assets directly.

Progressive Scale-Up

Start with a pilot, then increase the acquisition or PPP/BOO ratio based on results and available funding.

Scalability

Infrastructure sized to grow. Add terminals (acquisition) without changing the PPP/BOO infrastructure contract.

Single Contract

One RETICEO contact, one document, one project manager. Simplified governance and full traceability.
